"Client is a lone parent living in Housing Association accommodation. She has been experiencing verbal abuse from other tenants since she moved in three years ago. Client says neighbours shout abuse at her in the street and encourage their children to play in her garden. Much of the abuse is racial abuse and one incident involved a woman coming into clients home and shouting at her. Client has reported each incident to the Council and it has now been accepted as racial harassment. Client has had a number of meetings with the Council at her home, and feels that she is being treated as the problem."
Client "applied to go on course at local college. Interviewed. Turned down on basis that "she would not mix in" with other students."
Issue: "Racial harassment in Local Authority Housing - name calling, destruction of property etc. Lack of appropriate response by Authority."
